Legal Question in Wills and Trusts in Florida
I believe that when there is a petition for supervised administration of a will it is taken from probate judge to disctrict court. Who exactly does the supervision? And other than the filing fee, are there additonal costs?

You are incorrect. The entire probate is handled in the Circuit Court of the county the decedent lived in. The personal representative appointed administers the estate.
