If someone dies in one state, and they are residents in another state, does it matter which state they file probate in

Yes, they must file in thea state of their domicile.

Typically, the main probate case would be opened where the decedent was domiciled, i.e., lived physically with "permanent" intention to remain, but probate proceedings elsewhere may be appropriate where the decedent owned property in another jurisdiction, especially if it involves real estate.
