If the deceased 's cash assets have already been spent on his expenses, is the Administrator allowed to use
money held in the estate (recently received inheritance) to pay mortgage, insurance & taxes? Or is the
Administrator required to use their own personal funds? What if that creates a financial hardship for the
Administrator?

The Estate is responsible for all debts of the Estate. RARELY is an Administrator personally responsible for paying the debts out of his/her own pocket.
It sounds like the Administrator needs to contact an attorney for assistance in the Probate of this Estate.
