Legal Question in Wills and Trusts in Florida

Is it a Standard Procedure if a man is a Ward of the State and died having no money and owning nothing. He was left with lots of bills. For a lawyer to Petition for his death certificate and Will? and putting it in probate? I never heard of such thing? Could you answer me why this lawyer did this.?

There are many reasons for opening a probate and you should ask the attorney why this was done. He/she did not just randomly decide to proceed, I assure you.
