Legal Question in Wills and Trusts in Florida

My wifes parents past away more than two years ago. There are six named on a will to split the estate.
the question is , the executor of the estate, one of the six, having his own IRS tax troubles has said that until his tax issues have been resolved, the others must wait ?? Is there any way around this ??

Of course. If he is not doing his job, you can have him removed.

If the other beneficiaries agree, then they should get together and decide whom they feel should be the personal representative. A petition should be filed and signed by all five. The court would probably open the estate and allow the party chosen by the five to be the personal represenative. The estate can be kept open while the 6th person resolves his problems with the IRS while distributions are made to the others.
