Legal Question in Wills and Trusts in Florida

Recently my mother passed away. She has a 2008 sebring convertible in which she put 9,000 down and was paying 160/month for next five years. My brother is driving the car but can not afford the payments. He wants to sell the car and make whatever profit he can, but the blue book value is about what is owed. Can he sell it, his name is not on the title, and my mom did not will it to anyone. The bank lien is still on the title. Their are people in my family who would like the car and can afford the payments, can the title be transferred to one of them

1. He cannot legally sell it.

2. Will require probate of the estate for a transfer.
