What do you do if you need to speak with the Staff attorney or Judge, can you speak with them? Is this Exparte? What is Exparte?

as a party to a probate, you can usually speak to staff attorney. You can never speak to a Judge on your own without the opposing party present. if the staff attorney does not want to talk to you they should advise you why.
