is there specific terminology to use in Fl to make POA effective ONLY if the principal is unable to take care of own affairs?

This is very hard if not impossible to create because it is impossible for anyone relying upon it to know that the principal is incapacitated unless there isa Court order about it and then there would be a guardianship. Seek some legal advice about what you want to see if it can be accomplished.
