step chrildren listed in fathers will do not want to have anything to do with it.I have been making payments on every thing concering my fathers home, also paid all funeral bils. They will not sighn any thing so that I can do a probate. Can they be held liable to repay me all I have paid ? And can I do probate with out them sighning any thing?

I think you need to speak to a probate attorney regarding the issues your are facing here. Let me make a few observations. You can begin the probate process without the step-children's approval. Still, because they are heirs you will have to keep them informed. You need to start the legal probate process as soon as possible. Heirs are not responsible for paying funeral bills and the step-children are not be required to personally reimburse you for any of your expenses. The probate estate, with court approval, should reimburse you.
