What steps do I need take to become the Legal Representative of my two minor children, as related to the death of their mother and the associated paperwork? (medical records, death certificate w/cause, etc)

If you are the biological father, and haven't had your rights modified, you are in Florida the Natural Guardian of the minors. Beyond that, I am not quite sure what it is you are seeking to do.
If you are asking to be appointed by the court to be their Guardian of their Property for purposes of inheritance ( and part may be based upon the amount of the inheritance and other factors) you would need to petition the Guardianship Court.
