Transfer of car title?

Our Sister died on 2/27/07 and left a signed letter for her will, and for my older sister and myself to sell whatever possessions she had. My question is this to sell her car, 1988 Toyota Tercel a 4 door hatchback, in the area between $600.00 to $850.00, What do we need to do to transfer the title to the other party? We live in Broward county in the state of Florida., City of Hollywood.

First, the signed letter may not qualify as a will unless there are two witnesses. If it is not a will, then the heirs under statute will be the ultimate owners and will have the authority to sell the car and other property. You should have an attorney look at this "letter" and discuss who may heirs under Florida statutes.
