Can a will be drawn up without naming an executor?

Yes, but naming a personal representative and alternate is usually advised.

Yes, but why would you do that? The result would be that the executor (Personal Representative) would be decided by state law which may not be what you would want.

Yes. I think you are defeating your purpose of the Will. Who is going to carry out your instructions.
