My mom just died and left her husband who died 4 years ago and myself as the beneficiaries. Does this mean that I am the sole beneficiary then? Could my stepfather's children come after anything?

it would mean that you are the sole beneficiary, unless there was a provision in the will that says what happens if the husband died before her.
