Legal Question in Workers Comp in Florida

Employer liabilty/wrongful death

My brother was in a fishing accident and was lost at sea while workign on a shrimp boat. I was told by a family member that boat captains or owners are required to have insurance to cover such incidents however was told by the captain of the boat (via a third party) that this didnt exist. Are vessle owners required to have sometype of insurance on or for their crew?? IS there anytype of professioanal liabilty that a captian has for his crew?
