I would check again with the doctor, to see if when he says "full duty" does it mean 40 hours per week, as it might also include some restrictions and limitations too. This is a complex medical and legal issue, which may require more extensive review by an attorney with a specialty in handling workers' compensation matters. That is where I would go next.
