Legal Question in Workers Comp in Florida

I'm on workman's comp and there dr that I went to said he was only treating me for headaches. I said there was much more

The said I could return to work no restrictions. Later had scan and had two herniated disks in neck. They refuse to treat me for them. I am in pain and have no money because I can't work

I agree you need to see an attorney. If you only reported headaches when you were first injured, the insurance company then told the doc to limit your care to headaches. You need to file a claim for the other injuries.
