Legal Question in Consumer Law in France

Business falled to provide service or refund

I was the high bider on a ebay for a Sony Vaio laptop. Price of $1900.00 US and I wired it to a bank in Paris France. When I could no longer contact the person I was doing business with I tried to recall the wire but was told I could not because it was already in the account it was sent to. I still can not contact the parties involved, nor have I receive the product.

What can I do to get my money back or the product?

Contact the police in Paris France. You are a victim of internet fraud. Since the perpetrator lives (apparently) in France, they will have the best chance to catch the guy. Don't hold your breath and expect to lose your money. You may want to notify e-bay, they may be able to help.
