The question is too vague for me to reply. What country is involved and what does the court order or subpoena state?

Without seeing the subpoena I cannot give a specific answer. Generally, if he is not consenting the division, he may be able to respond without going to the country involved. If he is contesting, he should contact a local attorney to represent him and he will probably have to go there to pursue his contest. I suggest he consult a local attorney anyway to protect his interests.
