Legitimate Legal Notification
Is contacting and threatening someone through e-mail considered legal? They state they are an attorney but no letterhead and only e-mail contact so far.

threatening of any kind is illegal.

It is certainly not true that any "threats" are "illegal." You did not even post what the supposed threat is, making any substantive response meaningless.
