A friend who moved to Europe has asked me to deposit a couple of checks (IRS tax refund and last pay from his former job) written to him and wire him the money. To endorse the checks, my bank requires a POA, of course. Question: Is a POA from his current location sufficient, or do we need a POA from the state in which I reside?

Ask the Bank what they require.
Do NOT do this! Usually it's a scam, but even if he knows you, if that check bounces, YOU owe the bank the money you just wired. And while an IRS check won't bounce, paychecks have been known to. It is an awful idea. All the major banks have a presdence in Europe and the fact he doesn't just deposit them there should be a huge red flag that you could face a problem. If you do it, use whatever the bank says, and hold the funds at least a couple weeks or longer before wiring the money.
