Legal Question in Administrative Law in Georgia

I left a note on a neighbors car regarding illegal parking, which is addressed in Bylaws and Covenants. I am the president of the HOA. The neighbor used my note, removing their Unit # and placed on another car. Isn't this illegal and considered fradulent?

Of course it isn't illegal or fraudulent, unless somehow it was part of a big scheme to get money.
