Legal Question in Administrative Law in Georgia

I live in Georgia and I bought a car from my cousin in Ala. . When I arrived to pick up the car

my cousin tells me that he thought he had the car's title but his dad has it in his (the dad's)

filing cabinet and he's going to

send it to my cousin. My cousin

told me that he would send the title to me. That was Feb. 2016.

I tried contacting my cousin he

refused to send the title. In Aug. 2016 my cousin sent me a bill

of sale for the car, refused to send me the title. How can I get my money back?
