Legal Question in Appeals and Writs in Georgia

Can someone please put this into layman terms?

Reference GA General Assembly Unannotated Code 5-6-46

My qusetion is based on: ''the defendent'' has been found in Contemept of Court for failing to comply with discovery info regading his assetts. He was ordered, he could relieve himself of contempt by disclosing within 30 days. In the meantime, He ''IS'' in the process of selling off his assets in Georgia. Based on this, the court also ruled and ordered him to post a Ne-Exit (sp) Bond for $1M. He has now filed an appeal to the State Court of Appeals. Obvioously everything seems to have stopped now based on his notice of Appeal.

Does Law 5-4-46 (a), give the superior court judge the power to require the defendent to post the bond regardless of the appeal for contempt??

I can't give you a decent answer without knowing all of (or at least more of the facts). And I don't believe there is a code section 5-4-46.
