Legal Question in Banking Law in Georgia
Does the bank or Credit Union have the right to deny cashing a personal check using the arguement that the memo field stipulates a rental fee is being paid or any other such topic of personal discussion

The face of the check is not a "personal discussion." It is probably safe to assume there is more to the story and the reasons they did not cash it, and you chose to not tell the whole story.

Since you chose to leave out the whole story there is no way to answer why they didn't do it, but no bank is obligated to cash a check.
