Legal Question in Banking Law in Georgia

i deposited a payroll check ,opening a new acct. the check bounces creating a cascading effect in amount of fees and related charges as a result of insufficent funds on the part of my employer what am i responsible for as far as fees charges

You are responsible to the bank for all fees incurred on your account. It is not the bank's fault. You took the risk of writing checks before making sure the check cleared. You certainly can ask the employer to reimburse you for the fees, and they may or may not. You should start looking for a new job, since that is not a good sign for the company.

You're responsible for all the fees to your bank. You should quit the job since you'll probably want to sue the company for what you pay the bank.
