can I sign a person's on his checking account if he gives mr permission

A check has two parties, not just the account holder. The list of reasons that signing someone else's name to a check or anything else is a horrible idea is long.

Unless that person adds you as a signatory on the account with the bank, or unless you have a power of attorney, it would be a horrible idea to do that.
