Legal Question in Banking Law in Georgia
if you write settlement on a payment check to a credit card company, and they cash the check, does that mean the account is legally settled?

Not unless the check is enough to pay the account in full. It should be common sense that this does not work or many people would try it.

No. Read your credit card agreement. It specifically tells you that you cannot do this.
