I did $10,000 in balance transfers 4 months ago. Can I file for chapter 7 bankruptcy now and have those charges dismissed, or do I need to wait?

You are very likely to have a problem with those balance transfers. You will need to meet with a lawyer and review the consequences, but those could even haunt you a year or more from now.
