should a creditor issue a 1099-A to cover the shortage resulting from the sale of real property which was sold pursuant to the lifting of the stay in a chapter 7 bankruptcy.

Yes. You're asking the same question you asked before and you still need to be calling your lawyer. As for whether you do or don't owe taxes, consult with your lawyer as to how to deal with the 1099.
