Chapter 13 - Available Source of Income definition
As I understand it, chapter 13 may be filed if there is income available to make monthly payments. If a credit card is in the husband's name, will a working spouse's income qualify?

Usually debtors can file a joint Chapter 13 even if only one is working. Of course, you must deal with all of your debts in Chapter 13, not just those you are behind on.
