Legal Question in Bankruptcy in Georgia

In Georgia the constitutional exemptions from judgement creditors says $5,000 of real or personal property "or" $21,500 of real or personal property if it is your primary residence. Does this mean if I take the $21,500 option and apply it to my house I have no exemptions for non cash stuff like tools and clothes etc.?

No. Georgia has a number of other exemptions for certain amounts in an automobile, household goods, pensions and retirement plans, certain public benefits, certain tools of the trade, a wildcard that can be used on most anything including cash, and a number of other items. Note that not all people qualify for Georgia exemptions and they must be correctly used to apply. An attorney may help with pre-filing planning to maximize exemptions. That is one of many reason not to try a DIY pro se bankruptcy.
