In the state of GA, is it true that in a jointly filed chapter 7, you can use the homestead exemption amount on household property if you don't own a home?

No.
But whether your case is joint or not, PART of the unused homestead exemption in such cases can be applied to a case.
Discuss this with your attorney (you would rarely use it on household goods but may use it for other things).
