If I owe federal and state taxes can they be included in my bankruptsy that I am filing next month?

Bankruptcy is not a do-it-yourself project and you should be directing this to your lawyer, not posting it online to people who lack details about your case. All debts have to be listed. Whether they are dischargeable (or not) or must be paid depends on information your attorney should have.
