Legal Question in Bankruptcy in Georgia
Last year, I hired a company The National Housing Group to help me do a home modification loan on a house that I used to own, I paid the 1,599.00. They did not help me and I lost the house, but in their contract there is a stipulation that said that if they could help you they will return 1,400.00 dollars back if you requested this in writing. I sent the a certified letter and it was return to me un opened..can I take them to small claims court for this money?

It took a few seconds to search that name on google. Had you done that, you would have seen you threw your money away. About 98% of people and companies asking for a fee to help you with your mortgage are outright scams. You can contact the GA Office of Consumer Affairs so they can warn others, but your money was likely gone the instant you gave it to them.
Almost all companies that you pay to help with loan modifications are scams. As Scott noted, if you had spent 5 minutes on Google you would have found out that.
You can sue, but your odds of getting any money are minimal. Report them to the state office of consumer affairs.
