Can they bill me?

In August, I paid-in-full for a semester in college. The semester began in August. About halfway through the semester, I received a bill from the college stating that I owed money on my account because I was put into an ''incorrect tier''. When I called the college, they told me that I owed money because they raised their tuition fees as of October 9. They are charging me the increased rate for Oct. 9 through the end of the semester. Are they allowed to bill me when the semester was paid in full before their rate increase went into effect? Also, the bill was misleading because it described the problem as a clerical error, not a tuition fee increase.
