Legal Question in Business Law in Georgia
i just bought a car and there is a lien on it, the man wont take it off or talk to me who i bought it from. and i cant even talk to him to get my money back. should i sue him or get him arrested?

You learned a valuable lesson. The next time you buy a car, you need to to do your research before you buy.
You have dealt with a criminal. That means you probably have lost the car AND your money. Depending on details you did not give, it may be a crime, so you can do a police report. But if you can't find him, don't be surprised if the police either tell you it's a civil matter or they don't give this crime high priority.
Sure you can sue him and waste filing fees. Since you don't know where he is, how do you plan to serve him? And how will you collect against assets you cannot find.
Thhe next time you buy a car, remember it is VERY dangerous to buy from strangers and you do not pay a dime until you do a Carfax, SEE the cleared title, and have a mechanic inspect the car. If you did those steps, this problem could not occur.
