Is there any business that does not necessarily require a business license. ie. a talent agency

Almost every city and county have business license laws. Operating without a license will result in a fine and/or jail. Note that you have many other requirements (register trade name, incorporate, zoning, tax ID number, etc.) that you, together with your lawyer and CPA (and you need both when you start a business) will assist you with.
