COBRA cuntinuance
If employer do not want to administer technical part in connection to 35% payment for the COBRA coverage (ARRA), is there a penalty or at least who can force my employer to follow the law? Thank you

Yes, there are monetary penalties and you can also recover damages for medical expenses that you were forced to incur due to the denial of COBRA coverage. However, to be covered, your employer must have had 20 or more employees on more than 50 percent of its typical business days in the previous calendar year. Even if not covered under COBRA, your employer may have been covered under a state law providing similar continuation of coverage rights.
