The exterior work was 90% completed and the interior 80% complted when the customer decided she wanted to go with a contractor more experienced. What percentage of the remaining balance of $1800.00 am I entitled to and what legal procedures do i take if needed?

Well, if the balance owed to you under the contract is $1,800.00, then that's what you are entitled to. The fact that the owner changed horses in midstream doesn't change that. You can (1) file a lien against the property and (2) sue the owner in small claims court.
