Can I fax a written cancellation notice to the fax number listed in the contract based on the following statement:
"To cancel this transaction, mail, or deliver a signed and dated copy of this cancellation notice or any other written notice, or send a telegram, to (the company address)

Yes, you can fax it and the company might choose to accept it though normally they have no obligation to do so. Alternatively, since you chose to not comply with the terms of the contract and deliver an original, signed written notice (not fax, not email), the company might choose to disregard it. From your last post, it is the latter and now it is a problem.
