Government agencies / private services
Is it legal in the state of Georgia for a government agency to compete for business with a private service? For example: If a county 9-1-1 service was competing with a privately owned company for non-emergency patients (such as discharges from the hospital, visits to doctors offices, transports to clinics etc)? If it is not legal, who should I contact to file a complaint.

The first task is to ascertain whether or not you are dealing with a government agency. You say "911 service," but what does that mean? When you dial 911, you generally get a government emergency/dispatch service. They may or may not dispatch a seperate service that is owned or operated by a government agency (such as EMS, Rescue Squad, or whatever it may be called).
