I am an Independent Contractor, and I recently left a job in which the owner made me sign a non compete clause of 14 mile radius, Is that Legal and binding?

Maybe. No one here has the contract to review, and you provided no facts to support a conclusion that it is not. If you need to know and don't want to risk it, you'll need to have a lawyer start with a review of the documents. Even then, the owner may have a different opinion than your lawyer.
