Legal Question in Business Law in Georgia
Do I have any legal recourse on this situation...I have a signed promissory note for a loan from an individual however the they have not delivered on the loan as promised, which in turn has created some added financial issues for myself along with losing other potential lenders from going with this person. Do I have any recourse with regard to criminal action (fraud) and/or civil action for cost incurred for their not delivering on the signed agreement?

It is unlikely there is a criminal case here, but you certainly have a civil breach of contract claim. However, your damages would be limited to principal and interest and possibly attorneys' fees if the note provides for them.
