Two of us are planning to establish an internet sales company. Is the operating agreement the only legal form we need?

Re: Limited Liability Company
You should consult an attorney about the best entity form to use, required filings and issues related to joint business ownership. Investing in legal advice now will hopefully prevent costly legal problems down the road.
Re: Limited Liability Company
You will need to file Articles of Organization with the Secretary of State and will also need some additional organization company documents in addition to the operating agreement, such as organizational minutes.
