Legal Question in Business Law in Georgia
I live in Georgia. I bought a product from an Illinois based company online. They can no longer deliver the product I bought (after purchasing online). They charged my card when I ordered and 2 months later they issued a refund but subtracted a $25 admin fee. Can I sue in GA or do I have to sue in IL?

You would probably have to sue in Illinois and it would make very little sense to pay the airfare, court costs and travel time for a suit where the maximum win would be $25. If you are within 60 days of the date the item appeaed on your card, simply do a chargeback dispute over the $25 with your credit card. The instructions are printed usually on the back of the statement.
Generally, you sue where the business is located or does business. Whether you can sue in Georgia depends on many more facts. Now lets discuss reality. Are you going to sue in Illinois and make trips there for $25? In Georgia, you are out $75 at least, and possibly more to get the company served. Then there is your time. Why are you not disputing this with the credit card?
