owe taxes
My wifes brother-inlaw owes about $100,000 to $50,000 in back taxes for his tile business to the IRS. His business license has also expired. (he's not the sharpest knife in the drawer)Will he be able to renew his business license without paying off the IRS first?

That is a question to ask the licencing agency (which you did not identify).

If you are referring to the county/city business license then, yes, he will be able to renew.
