permission to use
When a picture is submitted to appear in a particular section of a website, does the owner of that picture retain rights of ownership so that permission to use his photo for any other purpose must be granted by the owner.

It all depends on the agreement between the parties. Usually, website owners have very extensive releases of rights. Consult with a local attorney; the fine print of the website will surely need to be reviewed.
