You haven't given eneough information to say yes or no.

Local ordinances and license rules may prohibit or limit your ability to deliver in an area (or charge you fees).

Additionally, if you name the places you deliver from you could be sued by them.

You also risk liability for any food that goes bad, so at a minimum, you'd want a $5 to $10 million liability policy. Depending on other details, you may wish to incorporate.

If you run this out of your home, that also may be prohibited by local law.

As a Franchise Attorney I agree with the other attorney answers, in particular the answer immediately above mine. Basically, and from a business perspective, it's an attractive business that fills a niche. A number of franchise chains deliver food for their client restaurants. They get a discount on the food from the restaurant and charge the consumer a delivery fee. In many cases they list or publish the menus of the restaurants they deliver for, and often charge the restaurants a monthly publishing fee for this aspect of the business. Consult with a good business or franchise attorney in your area for specific advice.
