Re: Premises Liability
No. In general terms, there has to be some "fault" (actual or implied) by the store. If you knowingly and intentionally crossed over the big yellow "wet floor" signs and walked over a spill to reach up to a high shelf, it is not the store's fault. If someone spilled water a minute before you walked by, and the store never had a chance to see it and clean it, you are unlikely to recover. If a spill had been there all day, or resulted from negligence on the part of the store, you may have a case. Somewhere in the middle of these examples, maybe, maybe not. The exception is that the store may have insurance that covers all injuries on the premesis, regardless of fault.
Re: Premises Liability
Only if you can prove the premise owner knew or should have known of the substance. Consult with a local attorney.
