I have a question about a work at home opportunity

I recently found an ad on Craig's List for a work at home opportunity. After asking questions I felt it was safe to proceed. I paid the $17.75 for the ''training materails'', but I did not get what I expected. The materials state that the program is legal basted on Title 18 Section 1302 and 1341 of the US Postal Code. However, I have read this law and I am still not sure this is legal. Basically what you do is place ads for a work at home opportunity and when the person pays the fees for the training material they receive information on how to place similar ads. Is this legal?

It is a "steal from home" opportunity, which should be obvious before looking up any laws. I am not sure how you think you got anything for your fee.
